getting re-started hand loading

There is a great intermediate option. The Redding T-7 turret press. It has 7 die stations and uses conventional dies. Plenty flex-free for all hand gun and up to intermediate rifle. It's simple to use and mounts easily. It's very high quality, indexes perfectly, recovers spent primers well and the turret turns effortlessly. The handle and ram linkage are smooth and flex free. It's a "buy once, cry once" thing.

I'll be another to recommend a Lee Classic Turret. The kit will get you started, but you may consider buying the bare press and then adding the options.

38spl and 357mag can use the same dies, but would need to be adjusted each time you switch, I would recommend getting two sets of dies and two turrets so you can swap between the two sizes with no effort.

For light loads in 38/357, I recommend Clays powder.
