Hi, folks. Picked up a Mosin at Dunhams this morning and, in conversation, the clerk (looked like a manager) mentioned that the rules for Gifting of a firearm had been specificly addressed and re-defined under the ruling that added the mentally deficient question on the form.
I'm the last person who would take info from a retail clerk, but it put doubts in place, but I couldn't find an FAQ on the ATF site that could help. Does anyone know if it was revised, and if so, how and what are the new legal wordings. I checked the back of the form and there was no additional info under "Are you actual buyer." I think he was trying to tell me that question A was the basis of the gifting change.
