"Gifting" revised in recent 4473 change?

Hi, folks. Picked up a Mosin at Dunhams this morning and, in conversation, the clerk (looked like a manager) mentioned that the rules for Gifting of a firearm had been specificly addressed and re-defined under the ruling that added the mentally deficient question on the form.

I'm the last person who would take info from a retail clerk, but it put doubts in place, but I couldn't find an FAQ on the ATF site that could help. Does anyone know if it was revised, and if so, how and what are the new legal wordings. I checked the back of the form and there was no additional info under "Are you actual buyer." I think he was trying to tell me that question A was the basis of the gifting change.

Was a it a $59 M91/30? I got the last one at the Saginaw store.

I haven't seen any change. If you spend your money on a rifle, intending to give it to a resident of your state as a gift, you are the actual buyer, so the answer is "yes". I think an interstate gift requires the recipient to get the rifle from a licensed dealer, so another 4473

I missed out on $59 91/30's in MI?

I was all happy I got mine for $70 at the Birch Run show, figured I'd saved on shipping from AIM, and got to pick a nice bore. Hmph.

Gee, I was in a gun store a month ago in Missouri and the 91/30s were going for $200ish.
