Philly's antigin city council and mayor have (again!) been handed a defeat on local gun control laws (pre-emption).

Two Council members argue that the Penn Uniform Firearms Act didn't affect city laws--in essence, saying that pre-emption doesn't pre-empt?
(Are anti-gunners just bad at law, or bad at having any sense at all?)
