Looks like we will have "Permitless Carry" starting Sept 1, 2021. Gov Abbot has already said he'll sign it. Getting it through the House and Senate was the issue as they passed slightly different bills that had to be reconciled -- a common tactic to hide the anti gun position of some elected officials -- support a different bill and "run out the clock" to kill it before it is reconciled.
Its not perfect, but as with the first CHL law, get good starting point and improve it incrementally as the dire predictions of the antis fail to materialize.
Gov Abbot has already signed a bill making Texas a 2nd Amendment "scanctuary state". No state or local LE resources can be used to enforce Federal Firearms laws that are not also State laws. Has penalties for non-compliance.
