Gunpowder container not sealed?

Just bought some Alliant BE-86 and the container was not sealed. The plastic seal is stuck up in the cap and not over the mouth of the container.

Is this normal?
 
If you listen closely when you twist the cap on the Alliant container for the first time you will hear the seal break distinctly when the lid is twisted. The gasket will then be in the lid when the lid is removed. That bothered me the first time I opened the container until I figured out what was happening.
 
Normal.

Glue doesn't stick very well it what is basically non- stick Tupperware plastic.

I run into that all the time, and not just with Alliant powders.

I always take a glance at my powders anyway, just to make sure the contents hasn't been corrupted or contaminated, so far so good.

I was in Bass Pro at the height of the panic and their was a lonesome Lb of Bullseye sitting there. No other pistol powders so I grabbed it. Turned out, it looked like it had been opened and toyed with a bit but I snagged it anyway as I had never tried BE. I guess everyone was afraid to buy it but I took it to work, weighed it on our scales (none missing) and proceeded to load away. So, I doubt their is anything wrong with OPs powder.
 
Cans ought to be sealed from the factory. I think it is a way to keep the internal humidity down in the can. Water molecules attack the nitrocellulose bonds, water is polar covalent and the O2 molecule lands on the NO double bonds and breaks them. Excessive humidity is bad, but then, so is excessive dryness, from what I heard.
