Hidden Hybrid Holsters makes their IWB holsters with belt cuts on them. So you can take the belt clips off and wear it OWB on your belt. They are very reasonably priced also.

Stealth Gear USA has IWB and OWB options for the VP9, but not in the same holster like Hidden Hybrid Holsters.
 
I carry mine in a Comp Tac "Flatside", albeit with a 1.5" belt. For the belt I'm using the Bigfoot Gunbelts 18 ounce with steel core. Easily supports the pistol, double mag carriers, and a rifle mag carrier all day comfortably without even a hint of sag. Used with only the pistol holstered and it is very comfortable. I usually carry OWB and the holster keeps the gut high and close to the body, additional mounting options were included for IWB, and with a can't away from the body for range use. There is also a way to adjust ride height.

I ran my set up in a Pat McNamara TAPS class a week or so ago and have few complaints, while not as a fast as a strait drop holster access was still acceptable, retention was good, and comfort was high.

As an aside I captured the coveted "Certificate of Victory" with the VP9 beating out all the mouth breathers who were shooting Glocks. Actually they were all really good guys, but I am compelled to flip them a ration of crap because man law.

It's your basic Kydex pancake, with swap-able hardware that will allow OWB and IWB, difference is they're very reasonably priced and you'll have it in a couple weeks.

I've got 5 of their holsters and zero complaints....one is for my HK VP9LE.
