Handguard Mounted Rail for Mini?

I read a magazine article earlier this year where the author was customizing a Mini 14 and one of the things I think he added was a short section of rail to hold a light or laser. It looked like the rail adjusted to wedged against the edges of 2 holes in the handguard. At the time, I thought it was an interesting idea but since I wasn't interested in a Mini I didn't save the article and now do not even recall which publication it was in.

Now I have a friend with a Mini 14 and he would very much like something like what I describe above if it even exists. I have spent about 3 hours trudging through search engine results without any luck. Anyone know of a handguard mountable rail for the Mini 14 Ranch Rifle?

For about $2.27, you can buy a Weaver one-piece base for a Ruger 10/22 and bolt it to the handguard. Any Picatinny accessory will clamp right on it.

That HAR-BAR is pretty radical. I'll pass these suggestions along to my buddy and see if any appeal to him.
