It means that even if your state doesn't call the crime "domestic violence" and even if you only paid a fine, under federal law you are still disqualified from owning a firearm FOREVER if you used or attempted to use physical force against a spouse, former spouse, parent, child, guardian, someone you had a child with, or anyone who is cohabitating with one of the above.
 
That seams a bit unreasonable. So, if you spank your teenage kid for stealing, and he reports you to the police and they fine you for what ever, you can never own a gun ever again?

That's already the case, AFAIK. Passed 1996, eagerly signed by Bill Clinton.

Yes, ArmedBear explained it correctly. This is already the law of the land thanks to the Clinton era. What this bill does is tell the states "This is the type of crime you haven't been reporting to NICS accurately. Here is some money to report these crimes more accurately."
