9mm Hi point at our local range is seen very often, they are super reliable and cheap to "trick out". Here is a picture of my work in progress 995, so far less than $300 invested

I have two 9mm carbines, a CX4 storm and an IMI UZI model B carbine.

My vote for a good practical 9mm carbine would be the CX4, it's light, compact, ready for any accessories you could want, reliable and very accurate.

I have a Kel-tec Sub-2000 that takes Beretta mags and I love it. No issues after break-in, wicked light and handy, folds in half, great gun. Also, even though the sights are plastic it is surpisingly accurate, I have no trouble keeping my shots on a 6" paper plate at 50yds. Plus it was only $300! Except for the HighPoint I don't know of another 9mm rifle you can get that cheap adn the Kel-tec has the advantages of size, weight, and mag interchangibility.

I just can't understand - "Why not a .22?" for plinking at the local range, on the cheap, as you say is the purpose? The gun is cheaper, probably better, the ammo is cheaper, and all other factors are a wash.

I would go with cheeseburgers method. Nothin like tricking out a weapon system to meet your standards at half the cost. If you can find a camp 9 or a Ruger 44 that would be the way to go.

I have a Hi-Point in 40 S&W, it is worth twice what it cost. A pretty good carbine in my opinion. The only thing I don't like is the wrist of the stock.
