Help Me Get Up To Date On Maryland Gun Laws

My uncle is moving from Texas back to Maryland soon and I am helping him understand the current state of affairs concerning his possessions.

It's a family issue, so comments to not move there are unhelpful. :neener:

A web search led me to a tangle of cryptic and outdated web pages, so I thought I'd check in here.

Some specific questions:

Will he need to go through any type of "registration" process for any of his short or long guns?

To my knowledge, he has no NFA stuff.

He's concerned about an M1 carbine, unmodified, and a Walther P1 or P38.

His other stuff is bolt and pump long guns and a revolver or two, and a 1911.

I helped him pick up a batch of old 7mm surplus ammo some time ago for his Mauser. I'd have to go back and look to see if it is "steel core". A few on the web pages I scanned mentioned steel core as maybe an issue.

Anyone pointing me to a good web resource or answering any of these questions would be greatly appreciated.

Repeat after me... I do not have magazine that are more than 10 rounds. I do not have any magazines that are more than 10 rounds. Other than the mag capacity restrictions, there are some "assault weapons" rules (H-bars, no collapsible stocks, ect.. I assume you can find a complete list somewhere on marylands site.) and the big one is he will need to get a HQL since he owns handguns. It's pretty easy to get just requires you to take a class. There is a great range called delmarva sporting clays that has nice folks I would recommend there for the class it's a lot nicer than a lot of the other places I have been in the area.

EDIT: I forgot to mention there is no open carry and concealed carry permits are may issue, and while it depends on your local police chief I would not count of getting a permit without a special reason.

As for ammo restrictions I am not aware of any but if I were you I would just wait to get up there and check with an FFL but seeing as green tip rounds are readily available at Maryland FFL's I doubt steel core is banned.

Regulated Firearms ("Regulated firearm" means: (1) a handgun; or...) must be registered:

As part of the Firearms Safety Act of 2013 effective October 1, 2013, a person who moves into Maryland with the intent of becoming a resident shall register all regulated firearms with the Secretary of the Maryland Department of State Police within 90 days after establishing residency.

The new resident registration shall include the make, model, manufacturer’s serial number, caliber, type, barrel length, finish, and country of origin for each regulated firearms. The registration system is accessible online through MyLicense.

The electronic registration fee will be $15, regardless of the number of firearms registered.

So his P38 has to be registered, but his M1 Carbine is not on the naughty list, unless it has a folding stock or a flash hider.
