If you choose to use the concrete wedge anchors I would drill the holes one size bigger than the instructions recommend. I recently installed a safe in a concrete floor and used a hammer drill and followed the instructions exactly. The first two bolts only went halfway in and bent with no way to remove them. I drilled the second two holes one size bigger and had no issues. The bolts still held fine.
