Gunbroker.com has a huge database of new and used weapons... check it out. I'm sure you can find a pistol and rifle combination for under 1k

I know you stated that you want a 9mm rifle, but Wolf .223 isn't all that much more expensive than wolf 9mm, and cheaper than brass 9mm.
I think you would have more fun plinking with an AR15 in .223, than an AR15 or some other carbine in 9mm...Well at least I do

beretta storm carbine 9mm
