Knowing southern IL like I do, I imagine every LEO there are just cringing to think that this bill would ever pass. Firearm confiscation would be the LAST thing they would ever want to do.

The Senate Rules committee discharged for consideration a pair of anti-gun bills. SB-2561 is a reincarnation of SB-1195 from last year. And SB-2562 is another magazine ban. Both bills will be up in the Senate Judiciary Committee this week. While supporters of the gun bans had some luck in moving SB-1195 out of committee last year, the tide may have changed as gun owners flooded the capitol with calls in protest to such a trampling of rights.

This week was the final week for committees to take up substantive bills in the
Illinois Senate. The House has another week for committee action.
Eyes we focused on the Senate Judiciary Committee for its Tuesday afternoon
meeting. At the start, the chairman announced certain bills would not be heard
and carried over to Thursday. The gun bills were among those carried over to
Thursday.
On Wednesday, the House Judiciary Civil Committee did not take up HB-4835 (Gun Sale Registration). An amendment is in the works and the bill will be heard next week.
On Thursday, the Judiciary Committee reconvened and took up a change to the FOID
card Act we have proposed. The change is that if you are 18 years old, and able
to join the military, vote and get married, you should be able to sign your own
FOID card application. As you would expect, The anti-gunners and City of Chicago
came out to oppose this simple change.
The bill passed on a 7 – 3 vote, with US Senate candidate Barack Obama voting
against our veterans, along with Senators Harmon and Silverstein.
The bill now heads to the floor.
SB2561 (Semi auto rifle and shotgun ban) and SB2562 (Magazine ban) were not
called for a hearing. We believe that the city saw the lack of support, and with
the looming vote in Washington over firearms legislation, did not want to show
the Senate, that the state of Illinois was once again going to reject this type
of gun control.
While the deadline for substantive bills to pass out of committee has come and
gone in the Senate, that does not mean that we are out of the woods yet. There
are many bills that could be used as a vehicle bill to have an anti-gun
amendment attached and breath life into this otherwise dead issue.
Last year, the House attached an amendment to a Senate bill that turned it into
a gun show bill. We have several months to go, and these are but the opening
rounds. According to news accounts over the last week, the City of Chicago and
the Mayor seem almost beside themselves at the prospect that their $433 Million
lawsuit against gun shops and gun makers is on the verge of being gutted by the
passage of S659/S1805 in the U.S. Senate. With little or no support in
Springfield, and facing a tough battle in congress with their lawsuit, it is
hard to guess what kind of desperate stand the Mayor might try and make. With
that, we will do what we always do, and stay vigilant.
At the same time, we would point out that we have 4 pro-gun bills out on the
floor pending. Two FOID card bills and two bills dealing with Wilmette. A
majority of our bills were held up in the rules committees, as it appears that
neither chamber is in a particular mood to deal with this issue in an election
year. But to date, only two of Daley’s have gotten out.
Right now the score is Gun Owners 4, Daley 0. We hope to increase that a bit in
the next few weeks. And maybe, the Congress will pass a clean bill to protect
the industry from all those junk lawsuits. It’s looking like it just might be a
decent year for our side.
