Gov. Rod Blagojevich on Wednesday raised the possibility of bringing in state troopers or even the Illinois National Guard to help Chicago combat a recent increase in violent crime -- an offer that Mayor Richard Daley didn't know was coming.

Appearing at signing ceremony for a bill that toughens the penalty for adults who provide guns to minors, Blagojevich said "violent crime in the city of Chicago is out of control."

"I'm offering resources of the state to the city to work in a constructive way with Mayor Daley to do everything we can possibly do to help ... stop this violence," said the governor.

Blagojevich said Daley had not asked for help and he had not talked to the mayor about offering it, adding he would call Daley after he met later in the day with the state police, National Guard and others.

Daley's office said the mayor did not know anything about Blagojevich's comments and did not know he was going to make them.

"The mayor welcomes partnerships, not just on this issue but on a variety of issues," said spokeswoman Jody Kawada. "Beyond that, it is difficult to comment because we don't have any facts."

And police department spokeswoman Monique Bond said they learned of the comments after Blagojevich made them as well, and said it was too soon to comment.

But Bond took issue with the governor's contention that crime is "out of control" in Chicago.

In fact, she said if the current murder rate holds in the city, 2008 may end with fewer than 500 homicides and that it is expected to be one of the least deadly years in the city in the last 40 years.

The governor's comments come at a time when violent crime has spiked in Chicago. This spring, for example, nine people were killed in 36 shootings during a weekend and Chicago Public Schools officials say more than two dozen students have been killed by gunfire since last September.

On Wednesday, Superintendent Jody Weis was grilled by members of a city council committee, who complained both about rising crime and statistics that suggested to them that the police department wasn't doing enough to stop it.

They also come as the governor tries to find support for a massive statewide construction program that would be funded by expanded casino gambling. So far, Daley has refused to go along because he objects to the amount Blagojevich wants to charge Chicago to run a downtown casino.

Blagojevich raised that issue as he discussed the possibility of state aid with Chicago's crime problem.

"We need help in that legislative process and the mayor could be a big help in this in getting the House Democratic leadership to pass that big capital program or versions of it," the governor said.

Blagojevich's offer, whether or not it comes to anything, also puts him in the position of trying to help on an issue dominating the news in Chicago.

Blagojevich said it is far more likely that state troopers would be used than guardsmen. In fact, his office moved quickly after the governor's comments to stress in a news release that Blagojevich was not considering bringing in National Guard troops to the city.

"The only way the National Guard would be involved, if they are involved, is with the use of tactical helicopters that are currently used in narcotics operations," spokesman Lucio Guerrero said in a prepared statement.

Blagojevich had few details, but suggested that one possibility would be to assign state troopers to areas of the city with lower crime rates, freeing Chicago police officers for areas where there is more crime.

"Maybe we can play a role in providing more manpower so that the mayor doesn't have to make that choice between taking a police from, let's say the North Side, and putting that police officer on the street on the South Side," he said.

He also suggested that retired Chicago police officers and state troopers could be hired on a temporary basis to help out during the summer months when the violent crime rate typically climbs.
 
Heh... Sounds like Daley and Blago are on the outs...

Heck, Chicago couldn't have any crime... They've had some of the strictest gun control in the country for decades... Oh wait... That's gonna have to stop... Wanna bet they blame the drop on the NG?

I wonder how much crime would go down if, all of a sudden, concealed and open carry were allowed in Chicago. I'd estimate crimes would fall by half within a month of people getting their permits.
 
Now, Detroit has a terrible reputation. Kwame is not helping any. Still, I do not feel that cess pool is the tail that wags the dog. If that situation ever comes to be, the good people of MI are going to need to kick that city out of the state. I hate Chicago and their Mayor Dick and do not even live there. I cannot imagine how much the “good people” of Illinois must resent that city and its politics.

If you combine the homocides in Chicago for the last 5 years... that's more than the entire Iraq War US casualties (an actual war zone).
 
Having lived in downtown Chicago and the Detroit burbs, I can say the two cities are very different.

But anyway... I see a serious legal and political problem with using any sort of military for law enforcement. It really is an announcement that government has failed, and the executives are fresh out of ideas.

I would back the proposal for legalized CCW in Chicago, of course.

But more importantly, how about clearing the corruption that pervades every last inch of the city?
 
I know the current government gutted it, but wouldn't this violate Posse Commitatus in the olden days?
 
Regarding Posse Commitatus... IIRC, the government before the current government ALSO gutted it...

(you hate Bush because you have been CONDITIONED to hate Bush - by seven years of a Clinton-sponsored "Republicans are eeeevil, especially the Bush...." campaign - that turned around and bit her on the butt...).

Here, we basically have the folks in power saying "we are considering sending guys in with machine guns." And their electorate is going to go with it. Chicago politicians are not going to pay attention to crime statistics unless they think it'll get them more votes.

Sorry, but you guys misunderstand posse commitatus. Posse commitatus applies to federal troops, which the Guard is not when it it called to state active duty.

When a guard unit is called up by the governor, the state picks up the entire tab, pay and meals for the troops, housing for the troops, fuel for the equipment and even reimbursement to the federal government for the use of the equipment.

Not to worry, the state cannot afford to deploy enough guardsmen to make a difference, and it's doubtful that Blagojevich could even field that many. Most of the Army Guard units are preparing to deploy to Afghanistan, some of them have already left. It's going to be the biggest deployment from the Illinois Army National Guard since WWII.

It will cost a minimum of $75.00 plus housing and meals per man per day because that's what state law in Illinois calls for. Soldiers who's military pay amounts to more then $75 a day will be paid their federal active duty pay rate.

As for the ISP, they have had a big presence in Chicago for years. This is all blustering by the governor, empty rhetoric.

And for you guys complaining about posse commitatus being violated, in reality this is what you all want, the call up of the militia. You should be happy, not whining about tanks in the street. BTW the ILARNG has no tanks, except for a couple very old ones on display at Camp Lincoln. Since the 106th Cav was reorganized I'm not sure there is a tracked vehicle in the state at all, besides a bulldozer belonging to the Engineers.

National Guard called out to be the Governor's private army is not the same as a general militia callup, which we ALL feverently hope to avoid, because that means the wheels are ALL the way off. Be interesting to see what the 404th Chemical Brigade ILARNG brings to the table. Do wonder how many of them are actually IN Illinois right now, and not in one of the sandboxes.

The call up of the Illinois National Guard to state active duty is a call up of the Organized Militia.

Let him do it. I could care less at this point. If they want to deploy ILNG let them, but when it doesnt work can the people of IL elect a new governor. The crime is not as bad as the governor is trying to make it sound, he is trying to deflect attention away from budget crunches.

Back in the '80s, the Chicago machine got really complacent. They ran candidates for Governor, Lt. Governor and Attorney General UTTERLY hated in the Black community. To compound their error, they did NO "voter education" AT ALL.

When statewide elections came, the typical Black person in Chicago went to the polls without a candidate for whom to vote. Apparently a lot of people looked at the ballot and said, "I'm not voting for Pucinski, et al! Hmmm, Jones and Smith and Brown (I can't remember the real names) sound harmless.

The next morning the papers reported that representatives of the Lyndon LaRouche group running as Democrats had won the primary races for Lt. Governor and Attorney General! They later gave a press conference. The Lt. Governor candidate was calm and fairly reasonable. The female Attorney General candidate launched into an hysterical tirade about driving tanks up State Street to fight drug dealers. Oddly, the Republicans won in a landslide...

So your idea about tanks in the streets was already thought of, TWENTY YEARS AGO, and by the DEMOCRATIC candidate for Attorney General!!!

I don't know about now, but when I lived in Chicago in the '80s, if you called up the National Guard, the headcount of the Chicago PD would take a SERIOUS hit, since at least at the time, they were heavily represented in the maneuver and MP units of the ILARNG around Chicago. Unless they can divide like amoeba, they'll just be changing clothes and paychecks. This of course really lowers the likelihood of using the National Guard to protect the public FROM the Chicago PD...
 
What they need up there is the Redneck special forces brigade!

On a more serious note, why dont they just come to grips that their measures of gun "control" have failed? Denile is not a river in Egypt.
 
I bet the Troopers are just thrilled to death that Mr. IWANNBEJOHNKENNEDY offered their services so freely to the northern Illinois Utopea.

O.K., I'm back. When I lived in Chicago in '93 when a little girl was murdered at Cabrini Green (a large housing project), there were routine calls for the National Guard to go door to door in Chicago.

I have long thought that Daley would resort to this, especially now with soooo much money riding on the Olympic bid. The Mob will make a mint with the construction projects and make Daley go to any end to soothe the Committee's fears.

That the jokes come so easy says a lot about this "plan". That state has truly gone 'round a bend somewhere.
