My search has not revealed any answers so I thought I would inquire here. I made a trade a while back that in part, included several boxes of old factory jacketed bullets. Would it be legal to sell these jacketed bullet tips locally or over the internet without having an FFL of one type or another?

ETA: Yes these are jacketed bullet tips only, in factory boxes of #100

No FFL needed for selling ammunition or components.

If they are bullets only (not loaded cartridges) you can ship them USPS with no restrictions.

If they are loaded cartridges you can ship them UPS Ground (not USPS).
 
Don't take this the wrong way, but the correct terminology is bullet, not bullet tip.

That said, Dogtown is correct - there are no special requirements for selling most reloading components. When dealing with powder and primers or completed rounds (cartridges) there is a little extra that must be dealt with. Stuff like bullets and brass is completely unrestricted and can be sold, traded, or shipped as you please.
