Is a JC Higgins Model 21 a Winchester Model 12?

I looked at a JC Higgins Model 21 today and it looks real damn close to an old Winchester Model 12 that was sitting next to it. I would estimate the finish at about an honest 90% and the price was $109. I do know that many makers used to make guns back in the day and sell them through Sears under the JC Higgins name.
So is this essentially a Model 12 without the Winchester name stamped on it?

Sears sold a few different lines of shotties under both the JC Higgins and Ted Williams 'names'. Someone had posted a cross-ref list of Sears model numbers vs manufacturer, but i can't locate that link right now.

I sort of very vaguely remember that ex-Father-in-Law had a Ted Williams 12-Ga auto that was Winny in Sears clothing, but some miscreant stole it about 20 years ago.

I have found a model 20 on gunbroker that strongly resembles it and that in turn is a High Standard M-200 according to that site.
But they don't list a model 21. Still got some searching to do...
For the price though I might just have to buy it regardless.
 
On a functional pump gun, $109 is an acceptable risk, whether or not it's a disguised 12.
