WASHINGTON (Reuters) - President Barack Obama's new administration on Tuesday asked all federal agencies and departments to stop any pending regulations until a review can be conducted.

"This afternoon, White House Chief of Staff Rahm Emanuel signed a memorandum sent to all agencies and departments to stop all pending regulations until a legal and policy review can be conducted by the Obama administration," the White House said in a statement.

As far as I know, CC in National Parks is not pending. It went into effect Jan. 9th. Also, as far as I understand it, he could issue an executive order overriding this, but that would not take effect immediately, but upon publication of the executive order which can take up to a week.

How are we supposed to tell you what will eventually be decided? The only way we will know, is if a law is written and sent to be voted on. Other than that, it's purely guesswork and out of our hands. Please stop asking. We know as much as you do.

Kingpin008, with all due respect, please take the time to actually read my post instead of attacking me for asking a question.

I'm not asking about the rules of some supposed new ban before it is written, I am asking if an actual action by the current administration to "stop any pending regulations" will affect a recent regulation change which lifted a ban on firearms in our parks.

According to what I've read, BHO is using this procedure to specifically to reverse some of GWB's most recent decisions. Therefore if the recent regulation change fell under this umbrella of this review and BHO desires to change said regulation, then it is probable that the regulation will be overturned. This is not wild conjecture; if the aforementioned regulation was actually placed on hold by BHO it would almost certainly be overturned. It is the logical conclusion of the procedure.

The question asked in my original post concerned the "if" located in the above paragraph.

Plainly NO. It doesn't mean anything other than what it said. Don't be so paranoid that your rights are a heartbeat away from being taken from you. In reality you had your rights trampled by the former administration. You will always be able to own guns - maybe not every make and model ever created or to come.

I believe that many of the former administration's policy decisions are on hold like selling off thousands of acres surrounding National Parks to oil exploration, the Endangered Species changes that they tried to weaken, etc.

There's a lot of correction that needs to be implemented as the free wheeling has to end. I remember when the Gross Domestic Product (GDP) was a majority of manufacturing and production dollars and not loaded with artificial paper profits counted as GDP from all of the financial dealings that have caused the economic collapse.

Just allow the process in Washington to evolve. Be a part of the solution rather than purveyor of pending doom. You don't have to agree but you've got to support the necessary changes from the way our country has been run into the ground in debt, ill conceived and planned wars, lost freedoms and lost status in the eyes and minds of the World. Your choice.

Obama has the legal authority to appoint the Secretary of the US Department of the Interior and thus could erase the legal carry of firearms in National Parks. Realize that the NRA worked on getting this passed since 2003.

Incorrect; the President can't change federal regulations by executive order. Congress passed the Administrative Procedure Act to define and control the process by which federal agencies issue regulations.

So it turns out that the answer to the question is "No, the parks regulation is already law and is not up for review", but that doesn't stop folks from printing various permutations of "OMG only XXXX number of days left of this stuff OMG!!!"

So unless you folks are complaining about the idea of having to listen to XXXX days of mindless hair-on-fire sky-is-falling nonsense, I think it may be time to adjust the dosages.

The review is a tool commonly used by a new administration to delay so-called "midnight regulations" put in place by a former president between the election and Inauguration Day.

Midnight regulations have been heavily used by recent former presidents, including the Democrat Bill Clinton, Republican George H. W. Bush, and most recently, the Republican George W. Bush.

Controversial late rules by the outgoing Bush administration include allowing the carrying of concealed weapons in some national parks and prohibiting medical facilities from receiving federal money for discriminating against doctors and nurses who refuse to assist with abortions or dispense contraceptives based on religious grounds.

Federal law requires a 60-day waiting period before any major regulatory changes become law, so some presidents try to publish new major regulations to ensure they go into effect before the new president's inauguration on January 20.

No, the Regulation was put in place by the normal rule making process via the DOI. There was even an extended comment period. An EO could be issue to quickly change this, but it would be many months to have it done via the normal rule making process.

No it was not executive order that gave us the National Parks carry, it was a DOI regulation that went through the comment period and has to go through the same process to be reversed.
