To the best of my knowledge, Kel-Tec products are no longer sold in California because the company has refused to submit to / pay for the state mandated "safety test" which is now required of all handguns sold here.

Is there any legal way to own a P3-AT in California? Can I do a private party transfer from someone who has purchased the pistol in another state? I'm not up on current laws in this state at all, so please help me out.

AFAIK, the only way to get a non-approved gun in CA is if someone moves to CA from another state and brings the gun with them. Once in CA and registered, they can then sell it to another individual, although it must be transferred through a FFL.

You cannot buy a firearm directly from a person living in another state.
 
You could buy one from someone who is moving back to CA from another state.

Of course, it might not be legal to intentionally bring one to CA for the purpose of selling it.

If I move back which seems mmore likely than not, I will bring at least 2 for myself - I am worried about their longevity and about one getting stolen.

My problem is actually figuring out what guns I can afford to haul back with me.:uhoh:

Yup. Organize. Go to state capitol and raise immortal heck about the unreasonable gun laws they have put into place.
Otherwise, there is no hope.

Yes, when I move back (still up in the air), all the cool pistols I will buy in Texas (if I find another job before I become homeless) I will be able to take back and register provided they are not "assault pistols" ie: Tec-9, etc.

What is illegal is to import them into CA for the purpose of resale - which I will not do. I am not taking orders, I will bring back just what I personally own for myself.

Still - you could go get a job in Texas for 90 days - thats long enough to be a resident - then move back to CA.

You coudl even move here, get your DL and do an off paper transfer - but not sure how legal that is - definatley want to be on the up and up if you take it back to CA with you...

Here they are:

1) Have your father or grandfather go out of state and buy one for you. There are special forms that allow only a father or grandfather to give his son/grandson a non-list gun. It doesn't matter when or how he acquired it.

2) Buy one from a Kali resident who owned it before the ban using a PPT.

3) Find a used KelTec frame that was in kali legally before the ban and a gunsmith can build a legal gun onto it.

NO. A PPT can not be done from someone out of state. It has to be done between two Kali residents.

I just re-read the law and I recall it states that a person moving to Kali must register their guns here and they must be "otherwise legal for possession". That phrase says to me that non-list guns can not be imported by people moving into the state (at least, not legally). They certainly can't bring them in for the purpose of selling them. If that was legal, people would be moving here with truckloads of unapproved guns and making a bundle of money. BTW, when I spoke to the folks at CaDOJ, they also think that it's illegal to haul in non-list guns.

I PERSONALLY know several people who have moved back into this state with off list guns and had no problem registering them (well, other than paying $14 per gun on a 65+ handgun collection, ouch :mad: ) It is definitely legal, and whoever you talked to at DOJ is walking around with their head up their ??? (business as usual).
I have even talked them out of a few off list weapons and done the PPT, all legal.

If you don't believe me ask Jim March, he seems to be the resident CA legal expert..........

Bottom line, if you have off list guns out of state you are well within your rights to bring them in.
 
The P3-AT was made AFTER the drop test law - thus, no "pre-law" examples exist in CA except those imported by new residents.
