Any idea why Jerry Miculek would part out a N Frame and chamber it in 38 Super for Steel Challenge shoots. He stated he wanted the scandium for the quick on target aspect but why 38 Super? Is there an advantage of 38 Super over 38 or a 357 hand load tuned to what you wanted?

Faster reloading.
Moon clip reloading with rimless cartridges is Way faster then the fastest rimmed cartridge speed-loader ever invented.

He also uses 9mm for that same reason. In one of his videos where he shoots 16 rounds in 3 seconds, he reloads by dropping the loaded clip at least 4 inches away from the cylinder and it goes right in. Practice makes perfect.

Reloads for Steel Challenge are off the clock, so that's not an issue.

Most likely he intends to use a compensator, which a .38 Super works well with.

If a 38 Super is in between a 357 and a 38 in length then the 38 Special would be quicker to reload and a 38 long colt even quicker.

If it was compensator related would a 357 work better or is the 38 Super the best balance of recoil and ability to make the compensator work.

.38 Super length is much shorter than .38 Special and even shorter than .38 Long Colt - it's midway between .38 Long and Short Colt. But again, reloads in SC aren't on the clock.

I'm no expert, but good compensators aren't just ports at the end of a barrel - they're engineered and tuned to specific loads, so my guess is that .38 Super, being a popular compensator round, is the obvious choice for someone wanting a compensated revo.
