You can always start with just building another upper to use on your lower.

Very true, or conversely for less than $50 one can get a stripped lower and for less than $100 get a MOE PSA build kit. You can change that around if you want a better trigger, grip, stock etc.
Then go on to an upper after that.
Really the possibilities are endless and only patience and budget limit what you can do. Worse, if you get some parts and don’t like them, you can always find someone local who can use them. Then replace them with something else.
