I did a little digging on thomas.loc.gov and found out that Senator Kerry was a COSPONSOR of S.1431, the draconian Senate bill counterpart to the notorious H.R.2038. This is the bill that bans the Ruger mini-14 and the M1 carbine by name, bans any detachable-magazine self-loader with ONE evil feature (say goodbye to ergonomic stocks), and it looks like it requires de facto registration of preban magazines if they're transferred by a dealer.
