I have 2 private hunting leases, I provide insurance to cover any liability so the land owners don't have to worry. It's not that expensive. So far as rules go, mine are more stringent than the state laws, or the land owners. The land owners have known me for a very long time, and know that I will treat their property with respect, and also keep trespassers/poachers off the ground. One tract of land I lease for 2/3's of what they have been offered by folks they don't know and I restrict harvesting to trophies and a few doe for meat. (basically, I pay the property taxes) The other tract is farm land, the owner, considers deer to be crop predators and as such, I do not do anything to attract deer, and we harvest all legal deer in an effort to keep the population down on the property. Also I do share the processed harvest, with the land owners if they like it.
