The "Japanese kid" was shot by the nationally syndicated (kinda lefty) columnist Carl Rowan with an unregistered (and thus illegal) handgun in the Greater Washington DC area, not Louisiana.

Two different cases. I remember the one wbond was talking about. It happened in Louisiana. The kid had left and returned and had a habit of rushing at people to scare them and taking pictures of their frightened faces. In fact, he had a camera in his hand at the time. The homeowner won in crimnal court butlost everything he owned in the civil lawsuit.

Rowan slid because they couldn't prove his gun wasn't grandfathered.

As you pointed out (thank you), there was much more there than "a kid shot just for asking directions".
