Can ammo be legally shipped from one individual to another, either in-state or out-of-state?

Since I regularly purchase ammo online, I assume there are no legal issues here.

You need to use the new ORM-D label that went into effect this January. Now, some states have rules/laws about that (like CA), so you need to make sure it is legal to do so.

You can ship ammo, but you need to use FedEx or UPS to do so. ORM-D labelling or the new version is required on the outside of the packaging.

Sorry to say you may really regret not buying as much ammo as you can while you can. Hope time proves me wrong.

It was new in 2012.

Are you required to notify them of the contents if it’s in-state?

Most UPS locations are non-corporate satellite stores that will redirect you to some distant corporate location, if it’s a gun. This is not true for FedEx.

BTW, I always notify them if I’m shipping a gun.

Yes you have to notify. The UPS Store is not necessarily operated by UPS. None of them are authorized to ship or receive ammo or firearms. Guns and ammo being shipped UPS by a private entity need to go through a UPS hub.

FedEx has a different operating structure that allows them to use the old stores that they took over from Kinkos.

Is there a hazmat charge?
If there were a Hazmat charge involved, you as a regular citizen would be unable to ship it or have it sent by common carrier (UPS and FedEx). Hazmat requires a certification by the party shipping the item(s) in question - UPS or FedEx cannot do this for you. It is not something seen outside a business environment.

The ammo I most recently shipped out back October or so was sent through UPS. I was told by them that the ORM-D labelling would change first of this year to something else that would specify "Munitions, small arms". No clue, but you can't just take it to a UPS or FedEx "store" like at Staples or Office Depot. The options I was given was an online shipping order with pick-up scheduled or take it to a UPS shipping center located in a distribution hub. I took it to them and it was entirely pain free. Told him what it was and that I wanted to make sure I was doing it right. He tells me it's no big deal... Weighed, addressed, labeled all by the guy at the counter.
