I was wondering if the les baer police special ar-.223 rifle is legal for civilians in NYS (not NYC)?

You can have the stock pinned so it does not telescope and the flashhider replaced by a pinned/silver soldered muzzle brake.
That's the configuration Smith & Wesson uses to be NYS compliant.
However, I believe it has to be done before it departs the American Sector and enter the (liberal) People's Republic of NY.
