Hello and happy end of 2020 everybody .
.
I boresighted in my basement looking threough the barrel while it was in a vise and tried to match the
retilce up to it but it stayed high with only a little adjustment left on it going down .

Got my rifle out for the first time to break in the barrel and while doing that was getting the scope dialed in and sure enought it was high right so I moved the dials to go left and down .

Got the left figured out but when I went to 0 on the down I was at the end of the dial .

The set up is as follows on my Bergara HMR 14 .

Nightforce 20 moa pic rail with medium hight rings .

Took my time and tightened down the screws in a criss cross pattern as little at a time before getting
to the final torque which involved the Wheeler FAT.

The scope does not sit very high in the front above the pic rail so not sure low rings would work .

The scope is a Leupold VX-3I 30mm tube 4.5-14 50 mm side focus CDS-L.

I see you can remove the scope elevation cap to reset you zero but does that mean I can get some extra movement down like I need?

The scope ended up being 13 inches high at 50 yards .

All of the screws have loctite on them and it sat for close to 2 days before the gun was fired after installation.

Checked the screws to be sure and none of them were loose.
 
I " ass u me " that you are shooting 13" high at 50 yards, and the elevation adjustment is bottomed out (?)
A also " ass u me " that the rifle's action appears to have level fore & aft receiver top (In other words front & back rings are same height.) (?)
And I further " ass u me " the rail is straight fore & aft -- no rise or drop in pre-set angle. ("backwards" doesn't matter)

With almost 50 minutes of error (Offset plus built-in adjsutment), I'm suspecting the rear of the scope is not fully seated in the ring, (or) the rear ring is not fully seated in the rail
-- and the scope is point down relative to the barrel.

Its a 700 variant, so the rear is lower. Which is why if he IS hitting low id go with @brasscollector and say the mount might be on backwards.
Otherwise yeah most likely rings not seating right on the rail.
 
I have no idea if installing it backwards is even a possibility, just that it is what it sounds like by description. I hope the OP comes back and lets us know what it was.
 
The mount only goes on one way as there is a recoil lug that goes towards the front.

The shots were 13 inches higher than where the crosshairs were on the target.

Almost dead center where I was aiming .

Did take a good look and noticed two things .

There was a larger gap on one of the front rings on the right hand side than the other .

Took the screws out in a chris cross pattern and reinstalled them , making sure the gap was more equal on both of the front rings ( the back was fine in that respect )

Found the allen key that came with the scope and took the elevation cap of and like I hoped there appears to be more down adjustment.

Tried to bore sight method again in the basement looking down the barrel seems like I was closer than when I checked last timne I tried to get it on paper.

Weather permitting will test it at the range tomorrow .

At first I was wishing I found the elevation adjustment first and made only one change but at worst case I will remove the zero stop cap at the range and see if I can dial it in .

Well got to the range today and this time I left the cap off and got the gun hitting where the crosshairs are aimed .
That zero stop feature is nice once you are lokced in but in my case I needed more down movement maybe because of the rail .
Not sure that fixing the front ring did much but I know it is set up correctly now.
Appreciate the thoughts and ideas you all had .
Used to the older Leupold that I have, lesson learned.
