I've been reading up on the .22 TCM cartridge, as an alternative to the FN 5.7, and guns chambered for this round.

As of now, I think only Armscor (Rock Island, etc.) has anything chambered in .22 TCM, and they introduced a bolt action rifle recently.

I'd like to see a light weight compact carbine, 20+1 double stack fed through the pistol grip like a Hi Point or Kel Tec Sub-2000. Optics ready, adjustable stock, BUIS, all in a package of just over 26" OAL to keep it Title I. Maybe even have the ability for a quick change 9mm barrel, seeing as how they do have a 9mm/ .22 TCM 1911 style pistol.

This light, fast round would be an ideal PDW round, again, similar in scope to the 5.7, but the 5.7 has struggled to catch on and become mainstream, possibly because of the limited number of firearms which are chambered for it. The .22 TCM seems to have a niche following, but could become more mainstream by introducing more firearms that use it.

Is the .22 TCM proprietary to Armscor?

You and me both. The .22 TCM seems like it would really shine out of a short light PCC. I've been waiting for Keltec to put out their CMR-30 for 3-4 years, and I think it will be a nifty little carbine in .22WMR. What would be irresistible to me though is if they up-sized it 10% or so and chambered it for 9mm and .22 TCM. It would basically be like a poor mans MP-7 and I would have no choice but to buy one.

I'm working on a Tok carbine; small effort to make a second barrel in 22TCM (or even better 22 Reed Express)

Pistol carbines almost universally have 10" barrels in their service configurations, and bullpups are actually harder to get that short; result is a heavier/bigger gun than needed.

A mag through the grip is basically a bullpup, btw ;)
