Seriously, this is solving a problem that doesn't exist. I don't want a liquid propellant, even if it works the same. Messy to clean up spills, to say nothing of the residue it would likely leave in an action. Unburnt liquid propellant goo on the barrel and in the action sounds like a bigger mess than powder residue.
For it to be appealing, it would have to be much, much cheaper than standard powder, and that's not leaving enough profit margin to make it worth commercial development.
This doesn't sound like any sort of professional scientific process. I predict this will end the same way as BillyRayJimbob's meth lab, and I'd get as far away from it as possible. At the least, it sounds like the "science" is on the same level.
