Location of serial numbers

Legally, I've always thought the serial number had to be located on the receiver but I was looking over my Romanian SAR-1 and it has no serial number anywhere on the receiver. It is located on the front trunion. Does anyone know why that is legal or is it?
 
The law requires the serial number to be on the "receiver or frame" and "in such manner as the Secretary shall by regulations prescribe." So there is no absolute rule on exactly where the serial number must be placed, as long as ATF is satisfied.
 
After the Gun Control Act of 1968, my Dad and I carefully went over our combined firearm inventory and double checked the serial numbers. We found an old Sears .22 bolt action that had no serial number. So, to be safe, we think, we engraved my Dad's driver's license number on the receiver.
