In theory, if not practice the striker may be faster, depending on its travel. As a practical matter I don't think it makes any difference. The rotating hammer is heavier and probably strikes a heavier blow for better ignition.
With modern firearms I'd reckon that lock times are somewhat academic .... because we will probably be talking in terms of the odd millisecond . no more.
