Loktite on scope rings?

Futo, I'm not a gunsmith. But I have been wrenching on my own cars and bikes since about 1965.
Red Loctite is for the fasteners that are meant to be torqued down forever. Any service manual I've ever had that called for the red stuff was for bolts or nuts that were meant to be torqued to between fifty and one hundred fifty pounds. In other words, the great big honkers.
To disassemble said parts, you must first apply a torch to the bolt or nut to reach the heat level necessary to melt the red stuff.
IIRC, Loctite says that its blue stuff is for bolts and nuts under 1/4".
You might want to ask your gunsmith about that for a second time, or find a different gunsmith.

I would recommend blue Locktite. If you ever wanted to remove the base, red Locktite is going to be very difficult to break. The blue Locktite should hold just fine for both rings and bases.
