There are several manufacturers who make something along the lines of what you're looking for in a 9mm. There's the Guncrafters Industries CCO, STI Guardian (steel frame), Fusion CCO (custom build), and Dan Wesson ECO (with a 3.5" barrel).
I just had a local gunsmith build a similar gun to what you are asking about. I bought a Fusion lightweight alloy officer frame and put my very smooth and well proven RIA 4in slide and barrel on it.
I also used higher quality small parts, such as Colt slidestop and Colt safety. It has a Fusion trigger and forged sear. Everything else is still RIA.
It shoots amazing and is smooth and tight fitting, I couldn't have been happier with the way it came out.
I figured a lot of people would think I wasted a good project by using the RIA slide, but it was a exceptional 1911 before and even ran smoother than my Colt officer I had.
