No... Beretta made some excellent Garands on U.S. tooling, IIRC. They also made one of the coolest rifles ever made, the BM-59/62/69

During the 1950s, Beretta produced Garands in Italy at the behest of NATO, by having the tooling used by Winchester during World War II shipped to them by the US government. These rifles were designated Model 1952 in Italy
