Depends how much time you wanna invest, but a wire wheel followed by cold blue/spray paint would probably be good enough for an M60.

Be careful during reassembly that you dont overtighten the trigger guard screws- the guard is easily cracked.

If its an older gun, a new buffer might be a good idea too, they are cheap.
 
I would definitely replace the buffer on that. Work on enough Marlin semi-autos and you will see plenty of buffers that are broke from age, firing too much high velocity ammo, or for the old timers; using chlorinated brake/carb cleaner.

I would definitely try letting the gun soak and clean with steel wool first. You might get lucky and the rust could only be on the surface.
 
I've had good luck with Wheeler Cerama Coat, it'll cover small scratches and is pretty durable.

Project, looks like it needs a little oil and go shooting. Not like you have to worry about a little surface rust. I have a $150 Winchester 94 that’s my farm “loaner” gun. Previous owner kept it in the hot water heater closet. Perfect wood and completely freckled on the outside, good shooter though.
 
Oh God, my very first gun was also a Marlin M60. Just like yours, it was bright orange with rust. Granted, surface rust, but rust nonetheless.

Mechanical "nightmare", wouldn't eject and light primer strikes. Got it to eject now (thanks to the members on this great forum) , can't figure out the light primer strikes yet.

Definitely keep us posted.
