Sens. John McCain and Edward M. Kennedy are putting together an immigration bill that would subject illegal immigrants to fines, but allow them to remain in the United States and earn a chance to apply for permanent residency.


The measure is an alternative to President Bush's guest worker proposal sought by employers but opposed by many conservatives.

Speaking Thursday at the Naval Academy, McCain, R-Ariz., said he and Kennedy, D-Mass., hoped to introduce their legislation next week.

Under their proposal, illegal immigrants would get three-year visas that could be renewed once. After completing six years of work, the immigrants would be eligible to "get in the back of the line" to apply for permanent legal residency, McCain said.

Deporting the 10 million to 12 million illegal immigrants in the country is not practical, McCain told midshipmen during a guest lecture.

"There are some who say send them back to their countries," McCain said. "It's not possible. It's not going to happen."

Last year, Bush urged a program that would be open to illegal immigrants and other foreigners. Bush supports giving workers legal status for three-year renewable periods, but wants them to return to their home countries when their job is done. The White House never submitted a written proposal to Congress.

Other groups support allowing the immigrants to earn legal permanent residency after a period of work.

A spokesman for Sen. John Cornyn, chairman of the Senate Judiciary subcommittee on immigration subcommittee, said the McCain-Kennedy plan amounts to a "work and stay" program.

Cornyn "prefers a work and return program, as does the president," said his spokesman, Don Stewart.

Cornyn and Sen. John Kyl, R-Ariz., hope to have a draft of their immigration proposal in about two months, Stewart said.
 
This bill just shows how out of touch McCain is with his state. I am glad he is proposing this bill as it just may convince many people to not vote for him next election.
 
It is way past time for John McCain to be charged with derelection of duty and charged for the aircraft he lost.

Leave it to Left-wing lunatics like Kennedy and McCain to come up with an illegal alien tax. They are here illegally, they are inundating our hospitals, schools and jails; so the solution? Fine them and let them stay. :scrutiny:
 
Don't fault McCain - he's running for President. This demonstrates he can pander with the best of them. I can't even imagine the crap we'll see coming from him as he positions himself to be the RINO choice in 2008.
 
If we can't prosecute all the real illegal aliens who are violent criminals for all the real crimes they commit how are we going to prosectue hundreds of thousands of them for not paying a tax?

Don't believe for one second they don't have money. These people are masters of frugality...riding bicycles and stuffing 20 to a house. Half their (under the table) money goes back to El Salvador, etc.

Besides, how would any of our gov't enforce some sort of 'fine' on these almost untrackable immigrants.

I don't know about social service benefits, but I do know they suck Medicaid for all it's worth.
 
Illegal alien tax....great idea!

If I remember right, booze was illegal in Mississippi in 1962 when I wes there, but they had a liquor tax. Pay the tax and drink yourself silly.

So now they are going to adopt an illegal alien tax. Well, they call it a fine. Right. They pay and we turn them loose and don't bother the jailors or the LEOs.

Why don't we come up with a rape tax and a murder tax. What would Scott Peterson's tax bill look like? I wonder if they'll take a Discovery Card? I'm beginning to like this idea. Where's that list I'm making? Tear down the prisons and hire some tax men.

The hell its not! I have two full size trucks that I could fit at least 15 of them in there. I'll even foot the bill for the gas! :D

I am not sure of the name of the program, but there is a program that pays for medical care for illegal aliens at approximately the same rate as Medicaid.

Also, don't forget the social benefits of living in the US that we take for granted, and don't even notice, such as clean drinking water, paved roads, police and fire departments, etc.
 
None of those are really government welfare benefit programs. You are talking about indegent care. In the case of babies, the baby is US citizen.

I have always been under the impression that false ID cards were for work purposes where the government takes out money for many programs that illegal aliens simply aren't eligible for. Maybe making up for indegent care and schooling costs especially when one considers various sales taxes paid by illegal immigrants.

Clean drinking water, paved roads, police and fire departments, aren't social service programs. Unless you believe that everyone in any country is recieving welfare when they drink potable water, drive on a road surface, or use the services of either the fire or police departments.

I'm registered Republican and a member of the NRA and GOA.

They don't recieve what are commonly referred to as social service benefits.

They most certainly are social programs. They are publicly funded by taxes to improve the quality of life here.

Any time a non-taxpayer uses any of these services, then they are getting a free government benefit.

The illegals come here because life is better here than it is where they are from. Part of the reason behind this is these programs.

As for the medical care program, this applies to adults and other non-citizens, Mike P. If a baby was born here then he is a citizen, and would not qualify for the illegal program, but might qualify for Medicaid, so I am not sure what your point is.

Do you dispute that illegals use any government resources without paying their fair share of tax.

By the way, the fact that you are a Republican means nothing on the issue of illegals; in fact it may mean you are part of the problem if you hold views like many of the Republican party leaders have.
