You can measure CTC, if you can find the exact centers, and that's it.
The more common is edge to edge, and deduct one caliber(whatever caliber you happen to have shot the target with) from the total.
I believe it's just easier to do it that way, but YMMV.
Agreed, the measure is to be center to center. A non-calculator way to determine this is to take the two holes farthest apart and measure the distance from the far edge of one of those holes to the near edge of the other. Unless I was taught wrong, that will give you the same distance as the other two methods without subtracting diameters or without guessing where the center of a hole is.
