Minimum age for NFA firearms in TN

I have a chinese made coachgun that doesn't have a lot of "value" so I got to thinking about making it into a SBS with pistol grip. My question is. How old do you have to be in the state of Tennessee to apply for the tax stamp to do this?

To file a Form 1 to make a SBS, you must be eighteen years old (in terms of Federal requirements), I'm unsure about TN itself.
