My youngest son has returned from deployment; USAF, and is home on leave.
While at home, this soldier -serving his country wanted to apply for a concealed carry permit. As; it is reciprocal where he will be assigned for duty.

My wife too, accompanied him to the Sheriff's office to apply for her permit.

They both discovered, and I did too, that some one in Harrisburg has now changed the procedure to a waiting period of three weeks! Of course the so called fee has been gradually increased also.

My permit was only a sit down and wait while an instant check was made.

And so, the Fringes of the Bill of Rights are being infringed!

I will make the effort to trace this bit of violation to find the sponsor, and determine whether my Representative and Senator had voted to approve of this Bill.

Does any PA resident here on THR happen to know this information?
 
No such waiting period; from what I understand, the maximum time between application and approval/denial is 45 days. There is no minimum. Some counties do it while you wait; others take a week, while others take three weeks. Some county sheriffs deliberately wait until the proverbial last minute to send out the license as a de facto waiting period, but it is by no means mandated by state law.
 
No one in Harrisburg "changed" any law.

The law has always been the sheriff has 45days to conduct his "investigation" before giving out the license.

Some sheriffs office's will get you your license in as little as 15 minutes.
 
I have always had to wait a period of time as stated by the deputies of 10 business days on average, but if they are very busy it could take 2 weeks. The law was never changed. I know someone who walked in to his county office and walked out with the CCL in about 15 minutes, but his county was not behind on its work.
I live in the same county and have had my CCL for many years, the worst part of the process is having to drive into Harrisburg, find a place to park, then walk several blocks, leave after paying to park, then have to return to pick up the CCL later on going through the process.
 
As previously stated, no change in wait time. Also no change in fees.

Here is the law
18 Pa.C.S. § 6109
(e) Issuance of license.--
(1) A license to carry a firearm shall be for the purpose of carrying a firearm concealed on or about one's person or in a vehicle and shall be issued if, after an investigation not to exceed 45 days, it appears that the applicant is an individual concerning whom no good cause exists to deny the license.

(h) Fee.--
(1) In addition to fees described in paragraphs (2)(ii) and (3), the fee for a license to carry a firearm is $19. This includes all of the following:
(i) A renewal notice processing fee of $1.50.
(ii) An administrative fee of $5 under section 14(2) of the act of July 6, 1984 (P.L. 614, No. 127), [FN2] known as the Sheriff Fee Act.
(2)
(ii) An additional temporary fee of $5 shall be remitted by the sheriff to the Firearms License to Carry Modernization Account, which is hereby established as a special restricted receipt account within the General Fund of the State Treasury. Moneys and investment income in the account shall be awarded as grants to sheriffs to implement the system, including grants to reimburse sheriffs for expenses incurred prior to the effective date of this paragraph.

(3) An additional fee of $1 shall be paid by the applicant for a license to carry a firearm and shall be remitted by the sheriff to the Firearms License Validation System Account, which is hereby established as a special restricted receipt account within the General Fund of the State Treasury. The account shall be used for purposes under subsection (l). Moneys credited to the account and any investment income accrued are hereby appropriated on a continuing basis to the Pennsylvania State Police.
 
I got mine 1 month ago, it took exactly 24 hours. Bradford County. Good people, and a "Republican" County, to say the least.
 
In Luzerne County it took longer to walk into the courthouse than it did to get the license for my wife.
