Can you polish new guns to a high shine or is the matte finish too thick to do it safely?

Using a good metal polish and microfiber cloths you can bring a S&W to a much brighter shine that looks pretty good.
However, it'll never be a true mirror polish, because metal polish can't remove actual machine marks.
In order to get a true mirror shine requires metal polishing equipment.

Here's a specialist that does true mirror polishing.........

I don't want a mirror finish, just not matte like they come.

In that case, polish with a good metal polish until it's where you want it, then stop.
Mothers MAG is a good polish, and most any auto store will have metal polishes.
