Any brand suggestions since certain upper assembly are picky with RRA lowers? Plus, I need a buttstock assembly and lower parts kit.
My Rock River Arms AR15...now I need an upper...

Unfortunately, I can't in this great state of mine. There's a list of ARs that are banned here and in order to comply is to assemble with a different brand...especially with Rock River lower.
I can get a RRA stock and lower parts kit, but the upper is another thing.

What are you looking for, and what direction do you want to go with it? Rifle, Mid, or Carbine? Varmint upper, SPR, M4gery, etc.?
I have 3 BCM uppers that fit like gloves onto the 2 RRA lowers that I own, as well as on my 2 BCM lowers. The BCMs fit too tight on my Bushmaster lower. Check out BCM, I confess that I'm a bit of fan boy, but good stuff is good stuff. Better quality and specs than RRA, but I have heard some say that the fit and finish is nicer on RRA. Maybe. Just depends on what you value more. The choices from BCM are also a bit more limited than what you can get from RRA as well, but BCM is getting better in the variety department. You can also pick up a LPK and a stock/receiver extension kit from them while you're at it.

I'll look into BCM, thanks for the suggestion.
I just want it to look like this:
Upper would be 16" with 1/7-1/9 twist, chrome lined barrel and at a good price. My goal would make it an M4.

Order some hand guards, a LPK, a BCG, and a stock kit from them and you're good to go. Get the Full Auto BCG, it's legal, and they're more reliable.
