I was initially going to answer the question based on what I found while doing 50 drops with the new all metal Deluxe Perfect Powder Measure (BTW, more than 90% of drops were within .04 gr from target).The "Deluxe Perfect Powder Measure" is a new version of the "Perfect Powder Measure".
Does it reduce leakage?
What I found from that thread was simply holding the powder pan under the drop tube allowed powder granules to splash out of the pan to look like the measure was leaking. While I moved on with 50 drop sessions without much thought about measure leakage, new thread brought up the question whether the Deluxe PPM leaked. So decided to do another myth busting to find out.
Testing Set Up: Bench surface was cleared of debri (I am gearing up to do comprehensive digital scale zero drift over time testing) and Deluxe PPM was mounted to the new Lee "hefty" powder measure stand and copy paper was placed underneath to detect leakage of powder granules. Brass cone surface around the cavity was cleaned and installed with finger tight light tension. Two hopper full of W231/HP-38 were run through the measure with cavity setting set to 16.5 gr to expedite the drops. Cut medicine bottle was used to catch the drops and prevent "splash out" of powder granules.
Finding: No powder leakage of W231/HP-38
