Is a NCIC records check the same as an FBI criminal background check? FRJ
 
Both are part of the FBI.........

NCIC is the National Crime Information Center. It is a computerized index of criminal justice information (i.e.- criminal record history information, fugitives, stolen properties, missing persons). It is accessable only by law enforcement personnel.

Not to be confused with...

NICS, or the National Instant Criminal Background Check System used by FFLs to instantly determine whether a prospective buyer is eligible to buy firearms. Some states perform their own background check through the state police or other state agency.
 
I guess I should explain my inquiry. Several years ago I had to have a background check done to get an insurance licence. I believe it was done thru the FBI and I had to be fingerprinted for it. I also believe I may have done one for my FFL and I believe that was done thru the ATF and also a FBI records check. I saw the NCIC mentioned and was wondering if they were one and the same or if there were different records kept by different agencys. Just an idle question for an idle mind. FRJ
 
Yes, NCIC does belong to the FBI.

Any law enforcement agency in the US can do an NCIC (FBI) background check, but these are mainly for law enforcement purposes, with a few exceptions. (Public housing is allowed to do them to a limited extent. There are probably some others I'm not aware of.)

We used to do firearms purchases during the dark days of the Brady Bill when firearm purchases went through the sheriff's department (where I worked) and there was that two day waiting period. This changed later (thank God!) to the central number which FFL holders now call for background checks.

I don't know what that central number is or who it belongs to, but I assume it's the NCIC division of the FBI.

NCIC stands for National Crime Information Center and it operated by the US Department of Justice. Gun purchases are not recorded by the NCIC. In TN there is a TICS, Tennessee Instant Check System used for all gun transfers and no information passed on to any Federal Agency. The only requirement is after a TICS background check the FFL must retain the paper hard copy in his files forever. TN has also just stopped fingerprinting at the time of gun purchase.

Hope this sheds some light on the matter.
