okay the range i go to is having these shoots for military bolt actions pre 1945..us or forg...well i have a cz98/22 and an m38 but am not quite happy with the groups they shoot...i know k31's are suppose to be good but any other suggestions...

If you go with the Lee action, don't get a Rifle No. 1 SMLE; go with the Rifle No. 4. The latter is more accurate.

Unless the bore is bad, that 98/22 should be very accurate.

My three recommendations are

Lee Enfield No. 4 Mk I very good peepsights and nice trigger. .303 Brit is famous for long range accuracy.

Finnish M39 Mosin Nagant Heavier barrel than your M38 (waitaminute M38 Swedish Mauser, M38 Mosin Nagant, or M38 Carcano?). Well, the Finn M39 has a nice trigger and raised comb to assist with the cheekweld. Also, the front sight is easy to adjust accurately; with two screwdrivers you can put it exactly where you want it - no messing around with a brass punch and hammer

Swedish Mauser I like my M38 but if you get the M96 you have a longer sight radius to help with accuracy but the sights start out at 300 meters IINM. Dunno if you are allowed to change out the front sight for a competition. . .Anyways, 6.5x55 Swede is a nice flat-shooting cartridge to shoot. The M38 sights start at 100 meters.

i haven't shot the Springfield or the K-31 but they seem to be popular choices as well.

K-31. $80 shipped from AIM surplus. Mine can do 2.5" in my newbie hands, but I've seen one do sub-MOA. Sweet trigger, good straight pull bolt, 6rd. detachable magazine. Dan's Surplus has good deals on ammo.

Swedish Mausers at impactguns.com or gunsnstuff.net
$200ish, seem to be pretty great rifles. 8mm

K31 at AIMsurplus.com and such.
About $80, supposedly very reliable and accurate. 7.5 Swiss.

M48(A) at various places.
$150-200ish, a little rough around the edges but they are accurate and reliable. 8mm.

Nagants, aimsurplus.com or southernohiogun.com
Dirt bloody cheap, less then $100. Extremely, ultra, uber reliable and well built. Might be accurate, might not. Most seem pretty good on that. 7.62x54R.

Buy a K31 and learn to reload. Sub moa is very possible with these rifles!

I really like the P-17 Enfield, WWI, 30-06, but it costs $400-$500 in good condition.
