Need help identifying odd bolt action

A customer of mine brought in this very nice, but odd, bolt action rifle. At first glance it appeared to be a J.P Sauer - Weatherby MKV, but the tapped holes for the scope mounts threw me for a loop. It could, of course, be a custom job, but it also looks similar to a couple of Voere actions I've seen, and has Voere's proof-mark to boot, but the barrel is marked "Parker - Ballard Inc, Skranton PA."

Any thoughts?

Possibly, but the way it was drilled and tapped throws me for a loop. Trying to find some mounts that have the right hole spacing. I could certainly make them, but if there's something around that works, it'd save me some time.
 
I agree with .45 guy. It looks an awful lot like a Champlin. The action appears to be octagonal and that is one of the characteristics of the Champlin-Haskins action.

Could you supply some better photos that are in focus?
