Nevada Reciprocity, SB 237 Signed

On Friday June 15, 2007 The Gov. of Nevada signed into law SB 237 The Nevada CCW Reciprocity Bill. It will take effect on Oct 1, 2007 and a list of states with Reciprocity will be available by July, 1, 2007.

I spoke with the Nevada Department of Public Safety and they are meeting to discuss it in a couple of days. They will have a list of States by July 1, 2007. The nice person there will call me back and let me know if the Utah or Florida permits will be accepted.

She said that permits with the same or more stringent qualifications will have reciprocity. If I remember correctly there WAS a live shooting proficiency with the Florida permit but NOT the Utah therfore I'm guessing that the Florida permit will have reciprocity and the Utah will not because Nevada requores live fire testing.

Woo Hoo. As an Illinois resident this is another reason to get a Florida permit because it adds the last state that I regularly visit.

Now if they could just get a Las Vegas Preemption bill through the NV legislature maybe I would consider moving there.

I was told by an officer at the SW command 3 per day... but I don't know if that's written in stone. It takes about 15 minutes max for the transfers I've done. One we did in Henderson took all of 5 minutes from the time we walked in the door. Any of the local PD will perform the "Blue Card" task I believe as long as your driver's license shows your residency in their jurisdiction.

It still sux in a way as it's the single biggest fly in the ointment, but the Sheriff of Clark CO pulls a lot of weight in these here parts. (As Chicago drives IL, I'm afeard that LV/CC does sam ting to NV... much to the detriment of the rest of the state... Hey, Let us steal your water, we need it more and we need it NOW!)

But the reciprocity is a good thing.

I'm hoping that AZ makes the list, we have the live fire requirement. Being in the North West corner of AZ I'm in AZ, NV, UT, NM and now CO all the time - adding NV rounds out my exposure.

I'm going to spend some money in NV this fall. I like the northern part, Lake Tahoe, Reno and Virginia City.

Haven't been back to Las Vegas since I saw roller coasters in the casinos.

Las Vegas' unconstitutional handgun registration was modified, but it is still in existence. No one has indicated which states will be included in reciprocity, so don't y'all hold your breath.

Live shooting has been required for several years now (it was not required back when I took the course back in the early 90s). "Live shooting" means one freaking round, but it is live and it is shooting.

I've gone with both my girlfriend and a friend through this--take the class at the gun show, then they have to head over to a nearby range.

Also, it is not necessarily a standard NRA pistol safety class--it is most often a class that deals primarily with the legal obligations that come along with concealed carry in Florida.

See Fla Statute 790.06 (2) (h):

(h) Demonstrates competence with a firearm by any one of the following:

1. Completion of any hunter education or hunter safety course approved by the Fish and Wildlife Conservation Commission or a similar agency of another state;

2. Completion of any National Rifle Association firearms safety or training course;

3. Completion of any firearms safety or training course or class available to the general public offered by a law enforcement, junior college, college, or private or public institution or organization or firearms training school, utilizing instructors certified by the National Rifle Association, Criminal Justice Standards and Training Commission, or the Department of Agriculture and Consumer Services;

4. Completion of any law enforcement firearms safety or training course or class offered for security guards, investigators, special deputies, or any division or subdivision of law enforcement or security enforcement;

5. Presents evidence of equivalent experience with a firearm through participation in organized shooting competition or military service;

6. Is licensed or has been licensed to carry a firearm in this state or a county or municipality of this state, unless such license has been revoked for cause; or

Covers the entire state of NV.

Can't carry in gov't buildings.
Can't carry at airports.
Can't carry on school grounds.
Can't carry into a building with signs posted prohibiting carrying.
Can't carry into a building with a metal detector at the entrance.
Can't have a BAC equal to or greater than 0.10.
No requirement to inform LEO you are carrying.

In addition, while in North Las Vegas...
Can't loiter.
Can't be disorderly.

Non-NV residents in Clark County are required to register their handguns with the LVMPD, if they stay more than 30 days in Clark County.
NV residents living in Clark County have 72 hours to register their handguns with the LVMPD.

Does anyone know where I can get an updated list of reciprocity?
meaning what other states I can carry in?

I took the class less than 6 months ago. No shooting whatsoever. The class has to be accreditted by a recognized body. The NRA is one such body. My class certificate simply says NRA Basic Pistol or something along those lines.

A photocopy of a certificate of completion of any of the courses or classes; or an affidavit from the instructor, school, club, organization, or group that conducted or taught said course or class attesting to the completion of the course or class by the applicant; or a copy of any document which shows completion of the course or class or evidences participation in firearms competition shall constitute evidence of qualification under this paragraph; any person who conducts a course pursuant to subparagraph 2., subparagraph 3., or subparagraph 7., or who, as an instructor, attests to the completion of such courses, must maintain records certifying that he or she observed the student safely handle and discharge the firearm;

That's interesting. A lot of the places around where I live seem to be ignoring that requirement. I thought it was a little odd that they didn't have to see me shoot.
