I'm wanting to get a new .223 rifle, mainly for long range plinking (300+ yards). Requirements are around 1-1.5 moa, synthetic stock, and a decent assortment of accessories. Price is less then $500, but less then that would be great.
I bought a HR and it is a fun gun and well under 5 bills. Depending of what type of scope you put on it you could most likely do both for under that price.
I recently purchase a Savage 12FV in .223 w/scope for about $450 otd from Dick's Sporting Goods. I love it. I'm new to shooting and am easily shooting 1" groups at 100 yards with cheap UltraMax ammo. The AccuTrigger is really smooth. It's my first high power rifle and I'm thrilled with my choice.

So you are looking for a .223. I have a bolt action Stevens 200 in a .223 and a Handi Rifle SB2 in a .223. I shoot ground squirrels at 200 yards with the handi and have shot crows at 300 with the Stevens. You can't go wrong with either rifle. NEF (H&R) has an excellent barrell (additional barrell) program. The trigger on the Stevens is adjustable by the customer. I have a Bushnell
5X15 target scope on 3 of my rifle. Both .223 and the .243 Handi. It's the Legend series scope and are great scopes in my opinion. Scope is about 200 to 290 depending on where you buy it. All 3 of my rifles are exellent shooters.
It's Accu-Trigger is first rate and they are very accurate right out of the box. Mount a scope and you'll end up with (more than likely) much better than your 1.0-1.5 MOA accuracy requirement!
P.S. Savage makes several models of bolt rifles in .223Rem and all have that fantastic Accu-Trigger. You can get wood, laminated, synthetic and even Choate adjustable stocks. The Model 12's have heavy barrels whereas the 16's have sport weight barrels. If you want a super-accurate, bull-barreled, very heavy, tack-driving bench rest rifle then the Model 12 Long Range Precision Varminter (LRPV) is the way to go - with an Accu-Trig settable from 1.5 to 3 lbs. It's not a "carry rifle" though 'cause it weighs 12 lbs w/o glass!
