New ATF 4473 Form

Briefly looking the new 4473 form over, I find that the questionaire
part is answered by a check mark in the appropriate block; instead
of writing YES or NO. Also, on the second page there is a blank for
verification of address; in case the address differs from the buyers
picture ID. The state of residence question has been moved to the
bottom of page #1.

*New 4473's must be in use by Nov. 15th~!
 
It is in booklet form with perforated edges so it will be easy for the pages to come apart.

Take a look and tell us if it's any different from when you saw it last.

Is that the new form? It doesn't look like Ala Dan said it should, the yes and no for the questionaire is still there, plus the (10-2001) on the bottom of the page leads me to believe that the form was last revised in October 2001, could be wrong on that though. Could be the ATF doesn't have a new sample on their web page yet.
 
the buyer screwed up 2 of them. He said the changes threw him off.

Ah, the buyer who has filled out so many 4473's, he has the form committed to memory. That's a buyer you want to keep around.:)

This occured yesterday.

Gun store employee: "Slow down buddy. You'll have to start over if you mess anything up."

Me: "Did they change the form?"

Employee: "No, but you're going really fast."

Me: "I'll be ok."

:evil:I always get that. Once you fill out the form a few times you know what to do. Most places are surprised that I know to not to use abbreviations and spell out everything.
 
It doesn't matter if you abbreviate or not. There is nothing in any ruling, case law, or statute that says you can't.

When I first started making this my hobby, nearly every pawn shop/gun shop I went to here in NC said that the ATF doesn't like to see abbreviations and to spell everything out. Maybe they were misinformed:confused:
 
Didn't catch the important change? Now it's Long Gun/Handgun/Reciever for the NICS check. Been told ALL recievers are to be considered handguns for purchase age purposes - no more buying stripped AR recievers if you're under 21, and they wanna know WHO is buying them...

Then go get it. The new forms haven't taken effect yet. ;)

Or get one from a private sale, since this only applies to dealers.

They already are restricted. Read the law. Receivers cannot be sold to people 18-20yo. Period. This is not a cutoff date, this is a law that has been in place for a few years now.

922(b)(1)

(b) It shall be unlawful for any licensed importer, licensed
manufacturer, licensed dealer, or licensed collector to sell or
deliver -

(1) any firearm or ammunition to any individual who the
licensee knows or has reasonable cause to believe is less than
eighteen years of age, and, if the firearm, or ammunition is
other than a shotgun or rifle, or ammunition for a shotgun or
rifle, to any individual who the licensee knows or has reasonable
cause to believe is less than twenty-one years of age;


Since the dealer must verify their ID and DOB via government issued ID card, they cannot claim "I didn't know".

Been in place for almost 20 years.

As soon as you get them, your old forms are obsolete. I got my new forms yesterday. I cannot use the old forms now. They are obsolete.
 
I am going to pick up a complete AR lower tomorrow or Monday, depending on how fast it ships. I am looking forward to seeing the new form, if my FFL guy has them that is. I started to get a stripped lower as well, but funds dictate I wait.
 
I filled out the old form yesterday. I do like the boxes to check rather than answering "Yes or No" for item 11. I get paranoid about spelling and so forth. I want to put "Y or N" rather then spell them out each time.

Question 18. "Since a frame or receiver for a firearm, to include ones that can only be made into a long gun, is a "firearm other than a shotgun or rifle," it cannot be transferred to anyone under the age of 21."

Interesting. Is this new?
