New Scope woes

Mounted a new Tasco 6-18 x 43 scope on my 10/22. Took it to the range this afternoon to sight it in and things didn't go well.
At 25 yards with the elevation knob cranked all the way up it's still 3" low.
(Yeah, I know, it's a Tasco. When I win the lottery I'll buy a Zeiss. )
Using Burris Signature mounts on a Weaver style rail that worked fine with the old scope, did not remove the bases from the rail.
Question is; should I shim the front mount or send the scope back? If I go with the shims are there any guidelines or rule of thumb for how thick a shim to use?

I can but relate my own recent experience with Tasco. Last summer I bought the 2.5 - 10 A/O mil-dot for one of my .22 rimfires. I decided to buy the Tasco because it was now different, because Bushnell now owned 'em. I loved the reticle, but have sold the scope. The turret adjustments were not even close to being repeatable.

I've since replaced it with a Bushnell Legend 5 - 15 A/O mil-dot. Actually more magnification & range of magnification than I wanted, but there seemed to be no middle ground other than this scope when I bought.

The Montana gophers should be up in force soon, & the fields will show whether or not this scope is good or not. After all, it cost about 3X more than the Tasco, one would hope.

I've made up my mind though, that $100.00 of today's dollars is about the bottom at which you can expect to get a decent scope. Probably not going to buy another Tasco regardless of the price.
