Panel passes bill on gun ban, penalty on illegal arms raised; Independent Bloc elects executive committee members


KUWAIT: The National Assembly’s Legislative and Legal Committee on Satur-day passed two laws once regarding the ban on ownership of firearms and the other on transfer of properties. Under the first law, the penalty for the illegal ownership of light firearms was raised from five years to ten years in jail while the penalty for acquiring automatic firearms was raised from seven years to 15 years in jail. As for the fines to pay in either case, they are not less than KD 2,000 and not more than KD 10,000, the committee rapporteur MP Waleed Tabtabaei said. He added that the transfer of property was put under the jurisdiction of the Ministry of Finance instead of the Kuwait Municipality. Meanwhile, in another development, the Independent Bloc Saturday elected MPs AbdulWahed Al-Awadhi, Jamal Al-Omar, Saleh Ashour, Abdullah Al-Fahma, and Dr Barrak Al-Noun as members of its executive committee. These MPs will work along with General Coordinator of the bloc MP Talal Al-Ayyar.


During a meeting held Saturday the bloc praised the National Assembly’s Finance and Economic Committee role in the issue of writing-off the deduction of interests from the pension of retirees. The bloc vowed to follow several key economic issues — including waiving the deduction of interest from the pension of retirees, seeking a special Parliamentary session to discuss the pegging of Kuwaiti dinar with the American dollar and its effect on the loans availed by citizens, lowering the retirement age of women to enable them take care of their family, and submitting a request for a special session to discuss the issue of ignoring consumer loans of citizens. The executive committee of the bloc stressed its plan to support all efforts aimed at strengthening Kuwait’s internal security and improving the solidarity of the society.

Without context, this article doesn't have much meaning. What is "illegal ownership" in Kuwait? For that matter, what is legal ownership? For all we know, these laws only affect criminals and not lawabiding people.

To me a ban means total prohibition with exception of police and military.

Like when San Francisco bans handguns.
 
After doing more research it looks like Kuwait has a total ban on civilian ownership of arms.

I've worked in lived in the Middle East (Iran, Afghanistan, Saudi Arabia and now the United Arab Emirates)for nearly thirty years. You absolutely cannot legally own a firearm in Kuwait, and the other Gulf countries, penalties are five years just for the possession of a single bullet. These governments don't want their subjects having a means to replace them.

Several other gun control websites also show kuwait as having no legal gun ownership
 
Gun control is a great way to maintain power in a totalitarian dictatorship. Especially when half the people in your country aren't even citizens.
 
Some of those countries allow guns, some don't.

It seems Kuwait doesn't at all.
 
Funny...there always seems to be enough guns...explosives...rockets, ect. to be real problems from the fanatic groups. Do they think the radicals pay any attention to a LAW? :what: I don't think so.

Kuwait is as close to a slave trade as you can get. They are not a good place.

It is no surprise. They abuse their populace and trap those who they lure to come work - why on Earth would they allow them to defend themselves?
 
What do you mean by that? At the time Iraq invaded Kuwait, this law wasn't in place. Outlawing guns now did not make it easier to invade Kuwait more than 10 years ago.


The law banning all guns was already in place. The penalties have just doubled for ignoring the gun ban.
 
The law also does not apply to the rich. Quite a few years back(around the time of GW1) my dad worked for a rather rich kuwaiting by the name of Kutayba Alghanim, owner of Alghanim Industries doing personal computer work. I have pictures of my dad in the Kuwait desert shooting leftover MRE's off a burned out jeep with an F/A underfolding AK-47. I also have pictures of the houses arms room with at least 2x of all kinds of neat guns, and some souvenir's including some sort of comm switch out of an Iraqi tank, and a US AP land mine(inert of course).
